He represents local governments, trade associations, and small businesses on a wide range of legal and regulatory issues, including zoning and land use matters, legislative advocacy, business formation, and commercial transactions. With more than four decades of legal experience, Frank brings deep institutional knowledge and practical insight to matters involving government relations, regulatory compliance, and business operations.
